As the President of Reservoirs Environmental, Inc., Jeanne Spencer has been the driving force behind the company's success since its inception. Joining the team in 1987, Ms. Spencer's initial role involved establishing a Transmission Electron Microscopy (TEM) laboratory for asbestos analysis in both Denver, Colorado, and Houston, Texas. Her leadership was instrumental in directing equipment procurement, staff recruitment and training, and the implementation of a robust quality assurance program.
Under Ms. Spencer's guidance, Reservoirs swiftly became one of the first laboratories accredited by the National Voluntary Laboratory Accreditation Program (NVLAP), earning recognition for proficiency and excellence. Throughout her tenure, Ms. Spencer has actively contributed to the development of methods within the American Society for Testing and Materials (ASTM) and the EPA, where she has served on various committees.
Ms. Spencer's dedication extends to international standards, as she contributes to the International Organization for Standardization (ISO) Technical Committee 146 Air Quality. Her leadership has been pivotal in steering Reservoirs through the complexities of environmental projects, including continuous involvement as an EPA laboratory for the Libby Montana Superfund project since 1999.
Prior to her role at Reservoirs, Ms. Spencer was a researcher at the Battelle Memorial Institute in Columbus, Ohio, from 1979 to 1987. Her work in the materials microscopy laboratory, utilizing advanced techniques such as TEM/SAED/EDS, scanning electron microscopy, and light microscopy, uniquely positioned her as an expert in asbestos analysis.
Ms. Spencer's extensive involvement in the EPA Asbestos in Schools project at Battelle laid the groundwork for AHERA regulations. The quality assurance training she received at Battelle became the cornerstone for setting up and operating Reservoirs' electron microscopy laboratory, establishing a legacy of excellence in asbestos analysis.
